Mais un cyclomoteur sp\u00e9cial doit \u00e9galement r\u00e9pondre aux exigences suivantes :<\/p>\n<ul>\n<li>Ne roule pas \u00e0 plus de 25 km\/h ;<\/li>\n<li>est \u00e9quip\u00e9 d&rsquo;un moteur \u00e0 combustion interne d&rsquo;une cylindr\u00e9e ne d\u00e9passant pas 50 cm3 ou d&rsquo;un moteur \u00e9lectrique d&rsquo;une puissance maximale ne d\u00e9passant pas 4 kW ;<\/li>\n<li>n&rsquo;est pas un v\u00e9hicule pour handicap\u00e9s, un v\u00e9lo \u00e9lectrique \u00e0 p\u00e9dales ou un cyclomoteur.<\/li>\n<\/ul>\n<h2>Cyclomoteur sp\u00e9cial homologu\u00e9 aux Pays-Bas<\/h2>\n<p>RDW : \u00ab\u00a0Un cyclomoteur sp\u00e9cial peut \u00eatre utilis\u00e9 sur les voies publiques aux Pays-Bas s&rsquo;il a \u00e9t\u00e9 autoris\u00e9 \u00e0 cette fin par le ministre de l&rsquo;Infrastructure et de la Gestion des eaux. Les v\u00e9hicules lents l\u00e9gers qui ne r\u00e9pondent pas aux exigences du cyclomoteur ordinaire ou du cyclomoteur sp\u00e9cial, tels que les monowheels, les hoverboards et les skateboards \u00e9lectriques, ne peuvent pas \u00eatre utilis\u00e9s sur la voie publique.\u00a0\u00bb<\/p>\n<p>Il existe actuellement 17 v\u00e9hicules immatricul\u00e9s en tant que cyclomoteurs sp\u00e9ciaux. Seuls certains d&rsquo;entre eux sont homologu\u00e9s et autoris\u00e9s \u00e0 circuler sur les routes. Si les v\u00e9hicules se ressemblent, il est difficile de savoir si le v\u00e9hicule en question est homologu\u00e9. Je pense que ce n&rsquo;est pas souhaitable, car les v\u00e9hicules non homologu\u00e9s n&rsquo;ont pas \u00e9t\u00e9 jug\u00e9s suffisamment s\u00fbrs. L&rsquo;introduction de l&rsquo;obligation de porter une plaque d&rsquo;immatriculation permet aux citoyens et aux autorit\u00e9s de contr\u00f4le de savoir d&rsquo;un seul coup d&rsquo;\u0153il s&rsquo;ils sont autoris\u00e9s \u00e0 conduire le v\u00e9hicule en question.<\/p>\n<h2>Enregistrement et obligation d&rsquo;enregistrement<\/h2>\n<p>La proposition va maintenant \u00eatre communiqu\u00e9e au S\u00e9nat et \u00e0 la Chambre des repr\u00e9sentants. Il sera ensuite transmis au Conseil d&rsquo;\u00c9tat. Les propri\u00e9taires de cyclomoteurs sp\u00e9ciaux d\u00e9j\u00e0 en circulation \u00e0 cette date auront un an pour s&rsquo;adresser au RDW : celui-ci pourra enregistrer leur v\u00e9hicule et leur fournir un num\u00e9ro d&rsquo;immatriculation.<\/p>\n<h2>5 000 cyclomoteurs sp\u00e9ciaux<\/h2>\n<p>Le RDW a estim\u00e9 qu&rsquo;environ 5 000 cyclomoteurs sp\u00e9ciaux peuvent b\u00e9n\u00e9ficier de cette p\u00e9riode de transition. Ils ont indiqu\u00e9 que ce nombre \u00e9tait r\u00e9alisable et acceptable. Le ministre Harbers s&rsquo;est engag\u00e9 \u00e0 ce que le co\u00fbt des plaques d&rsquo;immatriculation soit proportionn\u00e9 aux utilisateurs. L&rsquo;immatriculation des cyclomoteurs sp\u00e9ciaux d\u00e9j\u00e0 en circulation co\u00fbtera alors 18 euros. Le minist\u00e8re paiera la diff\u00e9rence entre ce prix et le prix normal de plus de 50 euros.<\/p>\n<h2>Insigne de conception<\/h2>\n<p>L&rsquo;aspect de la plaque d&rsquo;immatriculation n&rsquo;a pas encore \u00e9t\u00e9 d\u00e9cid\u00e9. Toutefois, il est tenu compte de l&rsquo;espace parfois limit\u00e9 disponible sur certains cyclomoteurs sp\u00e9ciaux.<\/p>\n<h2>La clart\u00e9 sur la route<\/h2>\n<p>Les plaques d&rsquo;immatriculation indiquent clairement \u00e0 tout le monde quels v\u00e9hicules peuvent ou ne peuvent pas \u00eatre utilis\u00e9s sur la route. En outre, le v\u00e9hicule est ainsi reconnaissable, ce qui permet aux utilisateurs et aux autorit\u00e9s de savoir ce que le v\u00e9hicule est autoris\u00e9 \u00e0 faire et ce qu&rsquo;il n&rsquo;est pas autoris\u00e9 \u00e0 faire.<\/p>\n<p>L&rsquo;obligation d&rsquo;immatriculation facilitera \u00e9galement le suivi des v\u00e9hicules achet\u00e9s et des lieux o\u00f9 ils sont achet\u00e9s. Le minist\u00e8re estime que le nombre de cyclomoteurs sp\u00e9ciaux augmentera dans les ann\u00e9es \u00e0 venir. Cela a des cons\u00e9quences sur l&rsquo;encombrement de la piste cyclable.
